Embossed Wallpaper Can I Paint Over Wallpaper?

Can I paint over wallpaper? - embossed wallpaper

I have some wallpapers really influenced by the room with pink and white roses. Whatever the reasons, but I wish it were a color, perhaps a rich dark red. Can I paint on the background image, or is it a no-no? You also need to remove it? Is it time and costs?

I work at Home Depot in the paint department, and yes, you can paint over the wallpaper. However, you can only use oil-based paints, and I would not recommend.
